A Practical Route to MEES Compliance in Rugby

A step-by-step method for getting a Rugby rental portfolio compliant — assess, model, sequence, execute, re-certify — without spending twice.

How should a landlord approach MEES compliance?

Establish the real rating with a current EPC, model every measure by cost per SAP point, then sequence the work around voids and boiler replacements you were making anyway. Do the cheap measures first because they change the baseline. Re-certify once the work is complete, or nothing counts.

  • Triage a portfolio by band before spending attention evenly.

Most landlords approach MEES the expensive way: read the recommendations page, pick the measure that sounds biggest, pay for it, and find out afterwards that the rating moved four points. Here is the method that does not do that.

Step 1 — Establish the real number

Start with a current, properly evidenced EPC. An old certificate carries defaulted assumptions from a previous assessment, and those defaults are frequently the reason a property looks worse than it is. Before you spend anything on works, find out whether you actually need to.

Step 2 — Model the options, do not guess

Every measure has a cost and a point value, and the ratio between them varies enormously by property. On an inter-war semi in Newbold on Avon, cavity fill might buy fifteen points for under a thousand pounds. On a solid-walled cottage in Thurlaston there is no cavity at all, and the same money buys you draught-proofing and a control set. The only way to know is to model it against the actual building.

Step 3 — Sequence around events you were having anyway

This is where the real savings are, and it is the step most people skip.

  • Voids. Fabric work between tenancies costs nothing in lost rent. You cannot choose your voids in 2029.
  • Boiler replacement cycles. If a boiler is near end of life, the incremental cost of the compliant option is small. Replacing a working boiler early is not.
  • Planned refurbishment. Insulation added while a room is already stripped costs a fraction of doing it as a standalone job.

Step 4 — Execute in cost-per-point order

Cheap measures first, always. Loft, controls and lighting are quick, reversible and count immediately. They also change the baseline for everything that follows, which sometimes reveals that the expensive measure you were budgeting for is no longer needed.

Step 5 — Re-certify

The old certificate does not update. Commission a new assessment once the work is done, with all the paperwork ready, and you get a fresh ten-year certificate recording the improved band.

Portfolios

With more than a handful of properties, triage first: the ones already at C need nothing, the ones at D need a plan, and the ones at E or below need one urgently. Spending attention evenly across a portfolio is its own kind of waste.
